monitoring officer and I am attending in my capacity as providing legal and procedural
advice to this committee. At this moment in time we do not have a chair

So the next stage of this is given that we've delayed the start of this meeting slightlyin order for attendees to make their way to the combined authority.
Under the constitution there is a requirement for this meeting as it is legally constituted
to be coret and in our constitution for this particular climate, energy and environment
committee it states that three voting members which must include at least two combined authority
members should be present before the meeting can take place or consider matters that require
decisions.
At this moment in time we only have one authority member that is able to fulfil that requirement
and chair on that basis. It would not be appropriate to proceed in
a formal committee and you may wish to on those reasons close the meeting formally on
that basis and reconvene to another date.
